Veilig Besteden is a mobile app for self-employed professionals (zzp’ers) and flex workers in the Netherlands.
The problem it addresses is a familiar one for anyone working for themselves: the money in the account is not the money you have. Part of it is income tax that has not been assessed yet, part is BTW being held on behalf of the tax office, and part may have to go back as a toeslag correction. Without a way to separate those, a good month looks better than it is and the bill arrives later.
Who it is for
Self-employed professionals and flex workers in the Netherlands who invoice their own income and want to know where they stand between accountant visits.
How it works
You enter your monthly income. The app estimates your income tax, the amount you should set aside for BTW, and your toeslag repayment risk, then shows what you can safely spend.
The three things it separates
- Income tax — in the Netherlands the self-employed are assessed after the fact, so the amount owed accumulates quietly during the year.
- BTW — Dutch value added tax, charged on most invoices and declared periodically. It is collected on behalf of the tax office rather than earned, which is why it should never be counted as income.
- Toeslagen — Dutch allowances, such as those for rent or healthcare, are paid out during the year based on estimated income and corrected afterwards. If income rises, part of what was received has to be repaid, which is the part people are least likely to have kept aside.
What remains after those three is the figure the app calls safe to spend.
What it does not ask for
- No bank account connection.
- No DigiD and no BSN.
This is a deliberate design decision rather than a missing feature. An estimation tool does not need access to an account to be useful, and not asking for the credentials that unlock someone’s entire financial and government identity removes the largest risk the app could otherwise carry.

Frequently asked questions
Does it connect to my bank?
No. There is no bank connection, and the app does not ask for DigiD or a BSN. You enter your income yourself.
Is this a replacement for an accountant?
No. It is an estimation tool that shows where you stand between assessments. It does not file anything and it does not replace professional tax advice.
What does "safe to spend" mean?
It is what is left after the app has set aside its estimates for income tax, BTW and toeslag repayment risk. It is an estimate, not a guarantee.
